Method: 1

Temporarily disable the firewall:

Disclaimer: You should not turn off Windows Firewall unless you have another firewall enabled. Turning off Windows Firewall might make your computer (and your network, if you have one) more vulnerable to damage from worms or hackers.

Method: 2

Clean Boot:

Place the computer in a Clean Boot and check if the issue is occurring due to any third party programs.

Note:After you have finished clean boot, follow these steps to boot to normal startup.
a) Press the ‘Windows + R’ key on the keyboard.
b) In the ‘Run’ windows type ’MSCONFIG’ and click ‘Ok’.
c) On the ‘General’ tab, click the ‘Normal Startup’ option, and then click ‘OK’.
d) When you are prompted to restart the computer, click ‘Restart’.

Method: 3:

Media Creation Tool:

If the issue persists, I suggest you to download the Windows 10 Media Creation Tool once again and check if it helps. This is to check if the issue occurs due to a corrupt or incomplete download of Windows 10 Media Creation Tool.
